May I take this opportunity to express my sincere appreciation for your concern for fair competition with respect to government contracts. Your bill H.R. 489 to eliminate bid peddling of subcontracts on federal and federally assisted works projects will correct the most severe malpractices in the contracting industry.


Santa Clara-San Benito Electrical Bid Depository (California)

Federal agencies fear they would become involved in settling this issue and that their administrative workload and the problems of administering their construction contracts would be increased is not a good argument in view of the millions of dollars being lost by the Federal Government because of bankruptcies and therefore delay of construction by subcontractors who have fallen into the hands of the so-called 'bid-peddlers'.


Fresno, Madera, Kings and Tulare Counties Building and Construction Trades Council (Labor California)

"... Bid peddling is the most destructive factor in the building industry, it tends to create sub-standard wages and conditions and creates many of the financial failures of the contractors. We are also asking all of the building industry, management and labor, to let their wishes be known to you.


Solano Electric Co., Inc. (California)

In this highly competitive industry the ultimate losers by the shopping method are the customer, in this case the Corps of Engineers because a cheaper job must be installed to make up for the initial cut, and in most cases the subcontractor who takes the bait and because the hope for changed orders don't materialize, he suffers a loss. The General Contractor puts the difference in his pocket, and is the only winner.


Electrical Industry Depository (California)

"... Whereas, the Electrical Industry Depository of Los Angeles, Inc., is composed of 122 members duly by State of California and bidding on public and private works throughout the State, "Now, Therefore, Be It Resolved:
1. That the Electrical Industry Depository of Los Angeles, Inc. does hereby commend the said Robert L. Leggett for his efforts to secure passage of a bill to encourage fair trade practices on public works contracts by requiring a list of subcontractors; and
2. That this depository, on behalf of all its members, declares its firm support of said legislation."

In summary, I think we have made out a case for labor, small business and the competitive contracting industry nationwide they are asking for more competitive rules of the game for performing Federal Public Work. Let's convert, then a national game of chance to a worthwhile government-commercial undertaking.
