Dale Kirchner, president of Kirchner Industries, Bridgeton, Mo., has been named chairman of the NCMA Convention to be held in Kansas City.
Frank Terschan has been appointed Vice President-International Marketing at Royal Industries.
Bruce A. Blessington has been appointed business and marketing Manager for Zonolite Building Products, W. R. Grace & Co. The newly consolidated Huron-Allentown Cement Division of National Gypsum has appointed Peter Herguth to the position of General Sales Manager/Western Region. M. Mike McCormick to the Director of Marketing, Garold M. Stewart to the position of Philadelphia District Manager and Philip R. Trump to Minneapolis District Manager.
Bernard E. Fipp has been named president, Southern Division, of the Koll Co., headquartered in Newport Beach, Calif.
Mrs. Elizabeth F. Chan has been appointed financial analyst for the Norton Company's Abrasive Materials Division.
James C. Bublitz has joined the sales staff of the Chas. M. Freidheim Company, St. Louis Park, Minn.
Three veteran executives with Standard Dry Wall Products have been advanced to newly created positions. Robert C. Saunders to Vice President-Marketing: Gerardo M. Guarch becomes Director of International Sales and Gerald J. Knudsen to National Sales Manager. Dr. F. Karl Willenbrock, the Director of the Institute of Applied Technology in the National Bureau of Standards has resigned to accept the appointment as Dean of the School of Engineering and Applied Sciences at Southern Methodist University in Dallas. Dr. James Wright will serve as Acting Director of the Institute (NBS).
Donald P. Young has been named general counsel for the U.S. General Services Administration.
Mrs. C'Dale B. Gross has joined the staff of the Chicago Masonry Institute as Administrative Assistant. Francis J. Duggan has been named executive assistant to Bernard E. DeLury, assistant secretary of Labor for labor-management relations. Standard Dry Wall Products will soon complete a manufacturing facility in Mol, Belgium.
Name Fees To Safety Post
John (Jack) A. Fees, Sr., has been appointed Safety Education Director, Building Trades Employers' Association, Cleveland, Ohio, In this post. Fees will supervise, coordinate, and further develop a wide range of safety education and training activities oriented to the construction industry.
He has an extensive background in both safety and the construction industry. For the past three years, he has served as a compliance officer for OSHA and was a mortar service representative with Medusa Portland Cement Co. for nine years. He also worked as a journeyman bricklayer for various firms for 16 years.
Otterson Resigns

BIA President Joseph H. Patrick commended Otterson for his unfailing dedication to the brick industry over the past 13 years. Pointing to the significant progress made under Otterson's direction. Patrick cited as particularly important the smooth execution of the mid-1960's merger of the industry's research programs with it's administrative, promotion and engineering functions.
Otterson's long association with the brick industry began in 1947 when he was appointed director of Region One of SCPI headquartered in New Haven, Conn. In 1950, he was named Director of Manpower Development at SCPI and in 1952 he became director of Region Five, Chicago. In 1955 he left and became general sales manager of Evans Brick Co. of Ohio, a post he held until 1963 when he returned to Washington to become staff director of the national association.
