Another area where the working relationship between you and us is producing great benefits is promotion. Our work together in the International Masonry Institute is, I believe, extremely valuable. Through IMI, we are achieving a level of masonry promotion that the industry never before has had.
IMI is now funded at more than $600,000 a year. But that isn't enough, and a program has been launched to raise the IMI funding level from one to two cents per hour. At the same time, another new program"affiliation"-is being pursued in order to strengthen masonry promotion at all levels. Through the affiliation program, a local or regional promotion fund is granted the status of an "IMI affiliate" providing it adheres to certain minimum standards, such as annual financial reports and periodic labor-management meetings. This program will help ensure that local/regional promotion funds will continue to enjoy the support of both Union members and contractors.
Promotion of all-weather construction is still another example of the progress we have been able to make together. It is a vitally important topic, and one to which your new President, Eugene George, and other MCAA officials including Past President Charles Valardo and Executive Vice President George Miller have contributed greatly. The All-Weather Council, through the development of its specification and guide, has laid the foundation for great advancement in this area.
All of these programs-the International Pension Fund, IMAT. IMI. and the All-Weather Council-are dynamic, developing programs still in their infancy. Their best is yet to come, the oldest of them is only seven years old, the youngest only two years old, but we have already had proof of their value.
Several additional points about these on-going, bi-lateral programs should be made.
Importance of Local Efforts
Three of them-IMI, IPF and IMAT-operate in a field where there are numerous local/regional programs, and they serve both as national or international focal points for efforts in the promotion, pension and apprentice training fields, and as providers of services to local/regional programs in these fields. It is important to recognize the importance of local/regional promotion, pension and apprentice training programs. Without them, the work done at the national and international level would not be as effective as it is; and without them, the masonry industry's overall needs in these fields would not be met.
The importance of giving local/regional activities in masonry sufficient attention cannot be emphasized too much. It is at the local/regional levels where there is steady operational interaction between, on the one hand, the members of our two organizations, and, on the other hand, between our industry and the designers and owners of buildings.
At the local regional level, the world of masonry is a very pragmatic, practical world. We at the national international level need always to remind ourselves of this fact. We need to keep before us as examples the pragmatism and flexibility of the business agents and the mason contractors. These qualities, and the people who exhibit them, constitute the real strength of the masonry construction industry.
Another point is that we must now take existing bi-lateral programs for granted. As successful as they are, IMI,
