Jury Comment: The jury was impressed by the consistency of this building which relates well to its site and displays a constructional integrity which is most satisfying. The split-face ledge block have been used well without resort to cliches. The jury generally liked the structural honesty of the lintel detail, though some difficulties at corners were observed.
The access to the subgrade level has been ingeniously solved by a glazed porch system which does not interrupt the strong horizontal thrust of masonry, and aids the "sit" of the building on the site. The building admirably demonstrates that low-cost concrete masonry units are entirely capable of high architectural quality.

Jury Comment: Set prominently on a hillcrest, this building achieves a rare distinction of having a strong monumental image from the south combined with a low-key public approach from the north. The elements form a pleasing composition of masonry shapes entirely in sympathy with the rural surroundings. The attention to detail in the planters, pergolas and landscaping continue this feeling.
The brickwork is crisply detailed and well executed. The interior spaces follow the natural slope of the site and natural light is introduced as this slope is exploited. The floor tile go well with the interior masonry. Whitby is fortunate to have achieved a fine civic building.
