process. Particular attention should be paid to issues such as management style (total quality management), empowerment, communication, motivation, prejudice, and harassment.

■ Undesirable jobsite conditions-Individuals, companies and the industry have to create better jobsite conditions for employees, including safer working conditions, appropriate work climate (harassment, discrimination and/or hazing not tolerated), and effective management of resources.

Participants felt that poor industry image, lack of effective career development and undesirable jobsite conditions particularly impacted the ability of of the industry to retain women and minorities. Additional issues that were perceived to be barriers to effective employee retention, which did not fit the broad categories, included lack of effective communication/cooperation between employers and unions, and lack of appropriate role models for women and minorities.

This workshop was the first of several CIWF plans. Using the information gained from these "focus group" studies, CIWF plans to develop general guidelines to help construction employers identify retention problems within their own companies, and develop and implement programs to resolve the problems. "As construction industry employers, we no longer have the luxury of picking and choosing employees from a steady stream of qualified, experienced applicants. In order to stay in business, the construction industry has to learn to compete with the other major industries to keep the employees it has," said Gary B. Warner, CIWF president and vice president of Pizzagalli Construction Company of South Burlington, Vermont. Warner said that improved employee retention rates for the construction industry also benefit employers by increasing productivity, and reducing the costs associated with hiring and training new employees.
