Contractors Seek Reforms

Highlights from a
construction wide
conference in
Washington, D.C.

Twenty members of the Mason Contractors Association of America joined contractors from seven other construction specialty trade associations on Capital Hill to discuss issues facing the construction industry with members of Congress. Nearly two hundred and fifty contractors representing the National Electrical Contractors Association, the National Roofing Contractors, Painting and Decorating Contractors, the Mechanical Contractors, National Insulation Association, the National Association of Plumbing, Heating and Cooling Contractors, and the Sheet Metal, Air Conditioning National Contractors were briefed on key issues during the Associated Specialty Contractors Legislative Conference April 14, 15 and 16.

Attendees heard speakers from the House and Senate address various issues being debated. Congressman Cass Ballenger discussed his new bill to reform OSHA after prospects of his first bill to reform OSHA fell short of the 218 sponsors needed to insure passage. The new bill that Ballenger introduced on Monday, April 15 should be more palatable to President Clinton and a select number of moderate Republicans who are fearful of a labor backlash at the polls in November if they had backed Ballenger's original measure.

Congressman Tom Ewing (R-IL) thanked the ASC contractor attendees for their help in passing Regulatory Flexibility which will help in reducing overbearing government regulation. Senator Kit Bond (R-MO), Chairman of the Senate Committee on small business, discussed various issues before the Congress. He also addressed S. 942, Regulatory Flexibility Reform, which mirrored Congressman Ewing's bill in the House and was ultimately signed into law by President Clinton.
